ORUPA was registered on 26 January 1990 under the Societies Act, 1860, as a voluntary federation working to keep Odisha's traditional handicraft and handloom art forms alive. It supports artisans working in appliqué, dhokra metal casting, silver filigree, stone carving, wood carving and palm-leaf engraving, among other crafts drawn from clusters such as Sambalpuri, Maniabandha, Barpali and Berhampuri handloom weaving. ORUPA's core work is creating market access and fair pricing for these craftspeople, guarding against exploitation by middlemen while helping artisans raise their household income and keep centuries-old techniques commercially viable.
